Insert a wooden dowel into the chuck. Thanks the part facing camera in the last 2 pics. Flip the black handle over, so it rests against the stop. It's in the fully open position now, move it to fully closed. Rotate handle. The cutting head (like in a hand crank pencil sharpener) will cut down the diameter of the dowel.

You can see the adjustable stop in the 2nd pic, so you can set the length of the turned down portion Keith

Looking at it closer, I'm now thinking its for making your own dowel pins. From squares you made on your table saw. The chuck looks more like it is set up to hold squares not rounds. Plus I can't think of any practical use for a reduced diameter dowel. Would be a cool tool for guys who make their own furniture and such. You could make dowels from either matching or contrasting woods for a neat detail. Like maple pins in a cherry bookcase. Or make short ones to fill in the holes after drilling holes for countersunk screws.

So basically I think it's a great big pencil sharpener. Not saying I'm correct. Just my thoughts on the subject. Keith

I agree with the above^. It is similar to the concept of the vintagge Stanley No.77. I don't know the make or model of the one above. I did find one on ebay but No maker there either. But I have to say its pretty cool!
