Tool Identification

Hello Today. Im new here. I came across this tool in a backyard and I cant figure out what it is or does. It has no markings, numbers, manufacturer other than Dayton on the motor and control switch. Also it has Dremmel on a motor connected to a cable. It has some kind of a milling bit thats on a spring. Any help identifying it would be great.

You'd need to find the person who made it, as it's certainly home made or shop made, to find out it's purpose.

How slow is the Dayton motor geared down to?

When it spins, does it drive the right angle appendage up and down? Or only spinning the bottom spindle? Guessing based on forward reverse switch. Is there a top spindle opposite the open bottom spindle?

Is the Dremel attached directly to the right angle appendage? Normal chuck at the end? Any bit in it when found?

Is the right angle appendage fixed height, can it move manually, or automatically?

What do the other controls say?
