Tool or not?? ID Needed

This was mixed in with a bunch of other tools in a box I bought and it measures 6" in length. I know there are lady legs calipers and this caught my eye. I have no idea if its a tool or not and was hoping for an ID.

Just might be an owner made tap wrench as it has no markings. Thanks
