TOOL STAND, what are these?

hi, i have a tool stand i aquired with numbered or alphabetized holes in the top of it. I remember seeing somewhere that these were meant for something, not just mounting holes, i wish i would of payed more attention. Do you know what they're for? Its racking my brain trying to remember
