Tool storage question

I bought two metal base and two upper metal cabinets from a local ebay find.
They came with four panels that go on the wall between the upper cabinets.
Two are pegboard but two are the design pictured.

I’m having trouble seeing how this design works for holding tools?

Sorry for a dark picture. The panels are about 20”x20” and basically they have pressed out tabs across them.

I likely have the panel upside down but has anyone used this for hanging any tools?

I do believe these panels are for hanging the small plastic buckets that can hold small nicknacks, hardware etc...

You can always put small tools in the buckets as well.

Thanks. I also found another use which never dawned on me until posting and searching better.
Panel hooks on the louveres.

I agree with GinOttawa, I think they are for hanging small plastic bins, such as those genericaly called "Akro-Mills" bins. In you pic, the panels are upside down. In use, they would be attached to a wall and the bins hooked onto the tabs:

You may have to search around some to find out what brand of bins these specific panels are designed to support.
