I've never built one but it's just a box with a hinge and a door. Guess the easiest way would depend on your skills. For me it would be wood. Could have it ready for paint in under an hour. Metal would be a better material and I'm sure if your sheet metal skills are up to par it wouldn't be too hard. A big break would come in handy.

I replaced a door on an end cabinet that was damaged, I couldn't find a replacement cabinet or parts, at the time. The method I chose would be a good fit if you have limited sheet metal equipment, I made a frame out of tubing [I used 1/2" x 1/2"] and skinned it with flat sheet metal cut with, many, loud sighs here, a jig saw with a metal blade. Slow, Yes! pretty, well, no one has even noticed that it isn't sears original in the 25 years since and I am still using it daily. This could be easily adapted to your endeavour, I feel. Harry

I didn’t know what a “toolbox hutch” was until I googled it. There are lots of examples there. The biggest challenge would be what kind of lid you want to make. Figure that out and you will know what to build.

I built one for my Matco 5s box years ago. Used some square tubing I had on hand for the side frame work. Tied them together with some angle iron I had on hand also. Bought some sheet metal to skin it with. Had it sandblasted and painted red to match my box. I built it taller than what Matco offered to suit my needs. I don't have a door. No need to secure it in my garage. Added a power strip on back wall and a light. Had my dealer order trim so it matches my box.
