Toolbox lien

Can any Snapon/Marco dealers discuss the policy of trading in a toolbox with a lien? Can we call with toolbox serial number to determine if there is a lien? If you take a toolbox with a lien, legally can Snapon/Matco keep the toolbox?
I wouldn't purchase a toolbox with a lien but this can happen. I would prefer to purchase a new box, but funds are tight. When I win the lotto in the future, would like to trade-in the box with min problems.
