As discussed earlier below is a flush end cutter (1531D) and a a nipper which I think is near to a flush cut (7131D).
Just bought them NOS and quite expensive.
The end cutter cuts effortlessly (like butter) through the wire but only at the front part. It seems that the edges do not close along the whole length. Is this right?
In following photo I kept the cutter slightly open so you could see that thew is some deterioration on the edge towards the back of the cutter.
Under the magnifier
With the nipper you need to apply some force in order to cut the same wire however I don't have the same problem as with the end cutter along the length of the edges. Under light it does show that surfaces do not much 100% either.
