I find them all the time. So far I have a bunch of assorted pliers, a crow bar, a roll of duct tape, a logging chain ans a 20' ladder.

I got a fiberglass handled mini sledge from my front lawn once. Found a hammer outside the back of a pizza place I worked at once.

Not on the highway/interstate, but when I'm out on the bicycle I find stuff all the time.

Axe head and roofer hatchet head (both now re-handled), ball peen hammer, 1/4 locking Craftsman 4" extension with the lock broken (warrantied for a non-locking version), numerous screw drivers and wrenches, but the most interesting was a German switchblade knife I found lying in the street in SF - wonder what the story is on that one. Still in my tool box...

Riding a bike I find a lot. Seems like cheap 1/2 and 9/16 combination wrenches are the tool of choice to lose. I can't figure out why those are so common, not many standard bolt vehicles on the road anymore.

154 piece craftsman set in box(well most of it), and a pack of condoms in it.
Condoms more useful!

At least when a condom breaks you just grab another one. When a CM breaks you have to drive down Sears and be given a less superior tool than the one you traded in.

On the interstate?
No.

Driving much too fast to even care to look for tools at that speed. Traffic and impeding death if not paying attention at 70mph is my rule.

On 35 or 45mph roads all the time.

My buddy does towing and finds them quite often due to having wait and walk around interstate berms and on grassy knolls.

Found the box below in the middle of the road in front of my house back in May on a well travelled and busy street.
Plano box and 40lbs of tools.
C'man. Vice Grip. Stanley. Mac.

So yes, it does happen.

Do something bad and wear one of those orange jumps suits and I'll bet you'll have plenty of time to find tools along the side of the interstate. But under supervision.

LOL.
