Topcoat question

My one-part solvent-based urethane topcoat is still tacky 8 days after application. Epoxy was applied the day before and it was good and dry when I topcoated. The doors and windows were kept closed for 7 days after application and outside temps ranged from a low of 38 F to a high of 74 F.

Shoes sort of stick to the floor when I walk across it now. I'd like to move my cars and everything else back into the garage, but it seems like they would stick to the clearcoat given its current state.

When I called the vendor about the problem yesterday, he had no idea what to do other than waiting few more days. Does this sound normal? Has this happened to anyone else? I opened the windows yesterday. Maybe it just needs some ventilation?

It's a one-component topcoat (stir it in the can and roll it out) so I wasn't expecting catalysis like the two-parters. Heat and time sounds about right anyway. I have 10000 BTUs of heat available for the 440 SF space.

Update - two days of heating the (attached) garage had no effect. Vendor is sending another gallon of clearcoat to be applied over the existing surface.
