torpedo heater sputtering

I have a torpedo heater that when I plug it in, it starts up, flame comes out, but the flame drops out and then back in at about 2 second intervals...after doing that for 20 seconds or so it pushes out a large mist of air/fuel and turns off....then unplug & replug resets it and starts over with the same behavior. I read a link here that suggested trying it another 10-12 times....any ides/suggestions?

Is it kerosene? Kerosene can absorb water from the air and deteriorate over time.
If you're burning last year's fuel, that could be a problem. Water in the fuel could also be a problem.

Is your heater spark or hot surface ignition? The spark plug could be fouled.

Thanks to all.....I replaced the fuel, cleaned the eye and it starts and runs great.
