Tow Dolly Questions

Hello All, I may have posted this in the wrong section. Sorry if I did. I just bought a tow dolly. I think it is a Master Tow. There is a bar that runs from one wheel assembly to the other. When you remove the pin that holds it stationary, you can pivot the wheels from side to side for just a little ways. What is this called and what is it for? When towing a car should this pin be removed? See the picture below. Also when towing a car should the steering on the towed vehicle be locked or left loose to turn? Thanks Terry

Remove the pin, it is used to hold the platform steady when loading and unloading. When removed it allows the car on the dolly to somewhat pivot on the platform. So, keep the pin in when loading , remove before transporting and replace before unloading.
Lock steering when transporting.

The pin should be in place when towing the dolly empty and when loading and unloading. Remove it when towing with a car on the dolly.

I have the same dolly and have never left the pin in to load a car, if you do you only have to climb on the ground and fight to get it out afterwards. watch out for the king pins in those dollys also, they wear out fast!
