What keeps the metal track from moving around on the surface of the plywood/osb while making a cut?

Is it clamped down or have some type of rubber bottom?

both. There is a foam type material on the bottom of the track. For many cuts that is sufficient to keep the track from moving. There are also clamps that fit into the track for heavier cuts.
