Transformer Testing

I bought a used battery charger. the power cord is showing a short. So I disconnected the power wire from the charger and the short went away. So now move on to the internals. I've eleminiated the timer switch and the isolator. Now to test the transformer. My question is on the primary side there are four wires. Should those wires be isolated from each other? If not, then why have four wires going to the primary side?

Dual voltage input. Each pair is isolated from the other. The only way to measure the integrity of the windings is a low resistance tester and megger for insulation breakdown

If the line cord isn't the part that is shorted then check for a burnt smell in the transformer , if it smells or checks out to be shorted toss it !

i think i found the answer. I'll test that fan now.

OP, are you in the UK? The color code for the line cord wires appears to indicate this. In the US, line cord colors are black, white, and green.
