it may very well be...I know it ***** when your neighbor rototills up by the road to plant flowers and tears out the phone lines...happened twice to me (and he had the nerve to come over and yell at ME because the phoco ran temporary lines on top of his yard until they could fix it later).
when they did my satellite I made sure I took pictures in case I have to dig anything up in the area, watching the guy put it in only 2-3" below surface. I assume code allows it because it doesn't carry lethal power...anyone know for sure?
Where I live in central NJ, the cable companies do the same thing. They use a spade shovel to cut a slit in the ground and push the cable into it. then they just push the slit closed with their feet. I think people call that method of burying something a Farmers Trench.
This is usually done with shorter runs of cable. With longer runs I have seen them use one of those machines that bores a hole in the ground with water pressure. They aim the machine towards the spot they want the cable to go and it bores the hole in the ground to run the cable in.
I know in the last place I lived (townhouse) they did the slit with a spade installation because when my wife was outside digging up part of our back yard for her flower garden she chopped the next door neighbors cable line in half! And she didn't even know it.
We only found out because a few minutes after my wife was digging around the neighbor came out and asked if something happened to our tv signal. We were like, uh, no, our tv works fine.
So the neighbor called the cable company and a few days later they came out, used a spade to cut a new slit, and put in a new line for them.
