The drawer sides and possibly box sides too look to be made of particle board, if you zoom in on the photos. The Harbor Freight one looks like it has hardwood sides, although it doesn't really look much like quarter-sawn oak.

It's 2" shorter than the Harbor Freight one too.

I plan on making my own machinist's chest but have to finish outfitting the wood shop first. Mostly getting the work bench moved out of the house and into the shop.

Note the "Item may be available in your local warehouse for a lower, non delivered price.". They were at mine for a higher price a month or two ago, I'm assuming they've been marked down since. Will have to check.

I knew right away when they first showed up that they were going to sit for a while. Asking price was I think $120 initially. Agreed with above, they feel very loose and poorly built, and anyone who appreciates what a machinist's box is (most Costco shoppers don't) won't want a cheap imitation. They came in maybe 6 months ago and my store didn't start moving any until they cut the price to $60 (sold a couple) and then $40 (sold some more). It has been at $40 for about a month now. I love a good deal, and I'm not shy about picking up tools and storage, but I'm not sure I would buy one even at $20.
