Trying to identify a wheel balancer from 1998 or 1999

I am hoping someone can help me identify this wheel balancer. I bought it awhile back from a friend. It was set up in his shop till a month ago. I am trying to figure out how to calibrate it. The only identification I can find is on the motor, which I included a pic of that tag. Thank you in advance.
