I'm finishing up the wiring in my garage and was wondering if it's allowed to have two separate receptacles on one 240 volt 20 amp circuit? The second receptacle would be wired parallel to the first with wire nuts and pigtails in the first receptacle box. The reason being that I might want to move my drill press to to second location in the future. I have enough room in my sub panel to run a second dedicated circuit, but do I have to?

Depends on local code. Where I am up to 20A can have multiple outlets. 30A and up is limited to one outlet.

Multiple outlets on a 20amp 240V circuit are allowed by both the NEC and the IRC.

The IRC prohibits them on larger than 20 amp circuits, and the NEC allows them on a circuit of any size.

Not that it makes a difference but your description doughs like they are wired in series.
