You nailed it K13The Ludwig piece is a drum piece. It is a clamp on Bass drum spur. I think it's 1920's ish vintage
Maybe tile? Don't know the history of tile grout, but could imagine it wasn't always done with sponges.Thanks for posting the catalogue.

This tool seems way to small to be used on any kind of mortar joint.
