Tying 10-3 into a single pole breaker???

It is a 20 amp circuit, I want to run 10-3 in case at some point I need to upgrade the outlet to a larger piece of equipment and go from 110 to 220.

I am trying to plan ahead, and already have the 10-3 in the wall.

Is there anything in the code that says you can't do this?

Secondly, what do you do with the spare hot wire? Can you just nut it off in the outlet box?

Do you nut it off in the panel? or must you tie it to a double pole breaker?
