Ground work is critical to what it will cost. I’m in the middle of building a garage and just dirt and foundation work for a 32’x32’ garage has costed $66,000 alone. No walls or roof yet.
What??? Where the heck you building? 52 ×44 less then 25k with all the block work for retaining wall. 6" slab also poured 5' sidewalks all the way around before I built so I could run my lift. I do all my own work with my kids( forced labor... they do get lunch)

Build it on the side of a hill? For those type of costs around here, you're cutting the hill, building a retaining wall, etc... But it's a lot cheaper to do that here.

$66k in foundation for a garage.. yikes....
Living in a city, following ordinance, and dealing with crappy neighbors did in fact set me in the middle of a hill. But positive of it all, is I gained a 14’x32’ bunker that’s 5-6’ tall from it all. But to put 12’ tall 2”x6” wall, no finish work inside or outside, and a hip roof to match the house and 25 yrs singles is going to be $42,000. I’ll be doing the finish work to save money.

I do miss living in Texas as cost of building in rural land can be a lot cheaper then in Pa.

There are some covenants on the property too. I think everyone is pretty chill, but a pile of shipping containers might be pushing it.
My buddy lives off Old Spanish Trail on the way to Vail. He bought a 40’ container last year. The neighbor complained and the county made him remove it. He’s in a neighborhood with 1-2 acre lots, maybe it’s different on larger parcels. My dad lives at Houghton and Escalante on 3.8 acres but inside the city limits. No way the overbearing HOA would allow a container.
