Ufer ground with insuated slab

My new slab has a rebar stub positioned for connection as a Ufer ground (it is part of the reinforcement of the thickened edge of the slab.) My question comes because the slab and edge has 2" of Styrofoam under it and around the perimeter, so the slab isn't in contact with the soil as required by code for use as building ground (as far as I understand it). I'm planning on putting in 2 proper ground rods and also connecting them to the rebar stub so the rebar in the slab is also connected to ground. Is this appropriate, and if not, what is recommended?
My online research of electrical sites seems to indicate that insulation between the concrete and the soil negates the use of a real Ufer ground.


(Yes, I misspelled "insulated" and can't seem to correct the thread title)

A couple rods won't hurt. Hook it all together. You want any steel in the place bonded and hooking to steel in the floor reduces step potential between any thing else and the floors you are standing on.
I tend to believe that pointy things driven in to the earth have to help with strikes.

A UFER ground (concrete encased >20’ long 1/2” or larger rebar) usually goes to the rebar in the concrete footing for direct earth contact...... NOT the slab. And in the OPs building having an INSULATED slab will provide no grounding.
Installing a BOND wire to the slab rebar makes the slab an equipotential plane as long as it gets connected to the electrical ground system...... A VERY GOOD system for equalizing the entire building.

Here is what I suggest: Two driven ground rods along with a footing concrete encased 20’ long rebar ground (if you have one) tied into the slab mesh or rebar...... BOND everything together!
** I know.... it’s overkill!

FACT! Proper GROUNDING and BONDING is the most important thing on an electrical system and in my opinion, you can’t over do it.

If the slab is insulated the concrete encased rebar is not a UFER.

Grounding and Bonding is frequently misunderstood by many experienced Electricians.

Additionally, what we learned earlier in our experience is frequently outdated.
