Under layment use with rigid tiles

I've seen it suggested that some type of under layment, like weed barrier fabric should be installed under rigid tiles to reduce noise, etc. Would this inhibit the ability of water to drain out from under the tiles? Has anyone used weed barrier and are you happy with it?

I used a regular old weed barrier from TrueValue and have had no issues. Its designed to breath

I also used a weed barrier type of underlayment. I dont have anything to compare it to but I dont really think it helped with sound. The floor is over a year old and I havent noticed any moisture issues but the garage floor doesnt really ever get wet.
