Scaffold or linesman ratchet maybe, the selectors like those are usually used to make it easy to move it with gloves on.

Jay,nice find. I don’t know precisely what it was used on, but if that’s green paint then probably military. That open hole gear and lever mechanism is commonly seen on the Proto crank ratchet below. If you do want to let that one go, I’m interested in it for my collection.
