Unknown coating on garage floor

Looking at doing an epoxy or rust bullet on my garage floor. I'm fairly certain there is some type of very thin coating of something already on it as its flaking up but I can't tell what it is. I've attached some pictures, any ideas?

Floor paint or cheap epoxy. It should come right off easy, scrape-a-way or diamabrush.

Look a the red on this page, easy to remove usually.

Might try and use a chemical stripper along with a pressure washer and floor scraper. Any ideas for a good concrete paint stripper?

If you're going to re coat, might as well just grind it. Would be a lot easier than stripping and cleaning, and would be a lot better for the new coating.
