It's a tool...sort of.

My mom had one when I was a kid. It's used to hold the cord of a clothes iron off of the ironing board.
You attach the mast to the ironing board, plug the iron into the receptacle on the mast and thread the iron power cord through the holder at the top of the mast. Then you plug the 'extension cord' into a nearby outlet.
