Don't know what it is, but pretty sure it's not a vise. Why do you think it's a vise?

Looks like a rain cap for a diesel exhaust.

I'm having problems uploading the other photos. I'm not sure it's a vise. It does have inserts where jaws would go or sure looks like not. It clamps down has a lead screw and a handle.

It looks like it attached to another part with the short shaft. The clamping mechanism appears to work on a thin, flat piece, like a hand saw blade.
