They kind of look like pinch clamp pliers. I've never seen that version, so I can't be sure.

Almost looks like something the Forged Steel Products Company would of put out as they had a lot of specialty pliers but the handle design doesn’t look correct for that.

Judging from the videos it's to bend S hooks closed around chains so they don't fall off.

Looks to me like a hoof nipper, for trimming horse and cow hooves.
