Unknown puller

I have this puller (I think) in a group of tools. I tried Google and image search with no success. There is a made in the USA script at the base but no ID marks or numbers. Center bolt is about 4-5 inches long.

The center of the larger disc has a bearing in it also. Seems very heavy...and likely job specific

Any ideas? (hope this is the right section for this.)

Lisle Exhaust stretching tool with out the external parts, because of cost not sure you can not buy a new set cheaper than buying all the parts to complete it.

I can see that just having this part may not help too much. I will look in the bins for the other parts. At least I know what I am looking for now.
