Once again I am in need of your help. I cannot for the life of me remember what this is for.

That is EXACTLY what it is.

The hole in the other side is where you would screw the conduit clamp to

Yes beam clamp. When I asked at Home Depot the guy had
No clue what I was asking for. He had worked in Hardware for years.
