What happens when you turn the crank? Does that bearing looking thing on the other end roll or move in and out when other parts move?

When you turn the crank it turns a circular grinding stone. I am sure this is some tool used for sharpening something but I cannot think of what. The slots on the sides are different sizes and shapes with a locking screw to hold the items in place.

It kind of looks like a weird pencil sharpener I used to have, but it's not that. It looks like it's made for sharpening a scraper or chisel or some kind of power tool blade.
How big is it?

I will look for anymore markings and will take extra pictures when I get out to the shop later today.

Man, that is a stumper. It looks like an adjustable part for some larger machine, but I got nuthin'.

That thing definitely needs to go in the dictionary next to "WTF".

I anxiously await the conclusions of the GJ Hive Mind.

The leather seal makes me think it would have a case or some other piece that it fits inside.

The handle is small for heavy grinding, though. Jiffy reminds me of flour/cornbread mixes.
It really seems like the internals for a flour mill. Especially since he says there is a grinding stone inside.

Hard to really know for sure without a pat # or seeing the missing parts.

no kind of "pencil" would one sharpen with a stone. blades are used for that purpose. a stone would just make a mess of things in a hurry.

that small, something along the line of "food mill" might be a possibility.

I have a tiny grinder made specifically for the purpose of grinding sesame seeds. (Someone thought I needed it.) It employs plastic "blades" to do the cutting, though - not "stones".

Grains where traditionally ground with stones.

Looks like some sort of adjustable valve for piece of machinery to me with that large ball on top. Maybe from a steam cleaner or lubrication pump with Jiffy? Just a wild *** guess would be interested to know what it actually is cool for sure.

It is an aftermarket sharpened for some specific trade's tools. But I don't know which tools or which trade. Given what looks like the somewhat rough grit of the stone, its probably not woodworking tools.

Jiffy ice augers have some odd cutters on them. I wonder if that tool was used to sharpen auger 'teeth'. It looks like something gets slipped into the various slots on the tool, to grind at different angles. Here are some photos of auger cutters. They come in a variety of configurations.

Can you slide that collar with the thumb screws off the assembly and take a few pictures of the openings on the main assembly and the two parts separated from each other?

I didn't find any other markings except the letters "A" "B" "C" & "D" next to the thumb screws. I attached some more pictures with the devices disassembled with a ruler to show the size of it.

Okay, that is completely different then I was imagining. I would think it’s for sharpening square high carbon steel cutting tools like for metal lathes and they would go into those bigger openings and maybe thin ones in those skinny slots. Like for wood lathes?

So, looking harder, do the thumbscrews hold the item to be sharpened in place in the appropriate slot? 5 screws, 5 different slots?

I eliminated the Jiffy pencil sharpener when I realized there was no place for the pencil to go in
