it's missing pipe jaws and piece/plate and big wing nut to make it a swiveler. probably worth more than scrap, but not really a collectible so don't spend too much. it might work as a stationary vise.

There are obvious problems with that vise:
1. It was welded in a high stress area.
2. The base is missing.
3. The pipe jaws are missing.

I noticed that the high bid is 1$. That's a good price.
It might be good for a welding vise, a trailer hitch vise, or parts (many base wing nut handles are broken).

Yep. One would think the repair would have included grinding down the weld and giving it a paint job. Make some pipe jaws & use it as a welding vise as there is no need to screw-up a good vise for welding.

That is a No. 8 and not 3. It is a Parker and an earlier version of the one I have. I have yet to see another one on GJ. The member I bought from had sellers remorse and said if I were to ever sell it he wanted it back.

You could salvage it for parts, but I wouldn't pay much for it.

On second thought...No replaceable jaws, missing pipe jaws, missing swivel base. It probably isn't even worth scrap, unless you're a scrap dealer.

Don't buy it! If it had replaceable jaws and the swivel base, it might be worth using as a beater, but without those parts, it's going to become an albatross. Especially since mounting it somewhere is going to be a challenge.
