Unkown Tool - Jig

Hey All,
I was asked if I could identify this piece and I am at a loss It is out of my wheel house in a big way.
What it appears to me to be is a pattern jig for a wood lathe or part of one as the person asking states there are no markings on it. The gear end picture shows a detent similar to an indexing jig for machining of some type. It is light weight based on the statements by the person so unless it has to do with watch making I figure wood work. Leading me to believe it is part of another piece or machine. Would anyone here have a positive ID ?

It appears it is a jeweling fixture for rifle bolts in case anyone was curious.
