used compressor, checking tank?

Compressor is about 25 years old, 60 gal tank.
Looks like the drain bolt has never been out, about 1/2 gal water and 3-5 gal of "Beige oil slime" drained out.
Can a tank be checked for structural integrity ?

It can be recertified much like an oxygen cylinder or LP tank, but may not be worth the expense. If it were mine, I would run it up to 100 PSI or so and leave it outside under cover for a few days. If it holds pressure, I think you'd be fine using it in the 100 - 120 PSI range. If it is compromised, I would believe that a pinhole leak from a rusted out tank would be the result as opposed to a catastrophic failure of the tank disintegrating.

I have a few to check and called around and either no companies exist to check something of that size, want to or it cost $400 if I recall.

Going to fill them with water, hook up my pressure washing and run them up to 1.5 times the tank working pressure before I sandblast and paint them.

I would not purchase or use a compressor unit that had 3.5-5.5 gallons of water and oil in it. Oil can cause an explosion. That much water sitting for that amount of time could be there are already pinholes. Maybe the rust is is keeping them sealed. Once its cleaned out, you could find leaks. And, if its putting that much oil into the tank, the pump would need to be rebuilt as well.

Any idea the cost to have a M-1820 pump rebuilt?
I am going to pull the large plugs and scope the inside and take it from there.

M-1820 is the part number for the crankcase of a Champion R15 pump. Valves & ring set are going to cost a few hundred just in parts. If the head is scored past what's repairable you'll need to replace it (add $$), otherwise it can be honed. The pumps cost around $1,300 new. You should be able to find a good working unit with a larger tank for around $500-800 if you are patient or drive around.
