Picked this up the other day,after brushing the lettering it read USMC,which in this case stands for United Shoe Machinery Corporation.
It’s a trimming tool used to cut pieces of leather trim in shoe making production.
Some say it makes a good wood working tool,I intend to find out.

One of my buddies trimmed down a regular hatchet to about palm sized, could swing it or push it, for carving. Looks like that could fill the same role.
