VACO whatsit ID?

Picked up this odd tool at an estate sale the other day. It's stamped VACO 70145. I always thought VACO made tools for electronics. But I have never seen a tool like this.

It's about 8" long overall. One end is shaped like a pry bar - definitey not a screwdriver. The other end has a very delicate, slim, finely tapered and curved point.

My best guess is that it's for pulling seals - combination pry bar and pick. Anybody know any more about this tool? Thanks!

Is this just a brake adjuster?

I've never saw a brake adjuster with a pointed end, only markings are Craftsman and a small G in a circle.
