Typical chicom tool. I paid 10 bucks for mine. HF used to sell these for around 70 bucks. They aren't a bad vise to have but when you loosen the jaws the barrel is free to swivel. That can be inconvenient.

For $70 I would think you could do better. If you have just started looking and don't need it tomorrow, I would wait and see what else comes up. Good luck.
EDIT: (That is unless you are specifically interested in the jaws shown in the final photo. Those are not going to be as common. But I'd still want to talk them down on the price.)

KH: there is a lot of bondo under that paint job. i know a lot of guys that love that imported vise even though they are broken most of the time. they usually use for their truck bumper vise, welding table vise and the like. that one's pretty clean, but wonder what the before picture looked like because it doesn't look like original paint.
i think HF sells them new for about that much money so pick up one there or i'd wait for an older one unless you absolutely need the double jaw and double swivel.
what area are you located in so maybe a member can sell you a good old vise for not much more?

HF sells one like that still, but it's a POS compared to the older one shown in the pic. I paid $69 for mine back around 2003, and have abuse the snot out of it and it held together. That said, I wouldn't pay more that $40 for it used.

I had one of those. I paid $39 for it back in the '80s. Mine was "Olympia" brand. I never broke it and used it quite a bit but never really liked it. In retrospect I should have removed it from its swivel base because I never could stop that thing from swiveling. I probably got out of it about what I paid for it.
OTOH that guy did a decent job cleaning it up. I think $70 is about right.

The equivalent is roughly $70 new from HF or Lowes.
Throw him a bone . . . . . offer $25 or $30 and see if it's a deal.
For general use, it would be a functional vise. Not a lifetime keeper, but it will get the job done.
I'd bet I could find you 3 1/2 or 4 inch Craftsman at garage sale or CL in your area for $20 or $30 . . . . keep your eyes peeled and you'll find a good quality old school vise.
In the meantime, see if he bites on the bone you throw out.

My neighbor gave me a vise just like that and yes a HF made in China. The power coat was so thick on it and it has started to delaminate from the vise itself. I have had it for years just sitting on a shelf in the pole barn. Might be worth more in scrap. But it was free....
