Valve removal tool?

I got hold of this little tool recently, described as a valve lifter. I'm assuming, on a side valve engine, it's put around the bottom of the stem and levered up to remove the collets?
One side says VLC, the other YII 3.
Any clues on what engine it was it made for or whether I'm completely off track?

It looks more like a valve guide knocker to remove split guides from Ford Model A, B, or Flathead V-8's. You would remove the valve spring, push up the valve to slip the knocker over the stem with the valve head in that recess, then hit the end to knock the split guide out of the block and into the valve chamber. This was for valves with mushroom stems that could not be removed by just lifting them out of the guides.

Thanks, that makes perfect sense. I've got a couple of the valves with the mushroom stems but the heads are too big to fit in the recess of the tool, smaller valves would work ok.
