I've been watch YouTube videos to be get some education on electrical before my shop gets built. I have viewed a ton for the past few months. Just today, I was watching a "rough in" video for outlets and for the FIRST time, the guy talks about these plastic vapor shields being required on outside walls. Is this a thing?

It isn't required by code in my county, but the hardware store sells them. If you are heating and cooling the space it is a good idea.
It's for air sealing. Drafty outlet boxes can actually be a big problem.
When I did a couple rooms in my own house I sprayed the back of every box on an outside wall with expanding foam.
I have no drafts in that part of the house. I've been in much newer houses that have a lot of cold air getting in through outlet boxes.

Our insulators do this on new construction as part of our Energy Star air seal package. They also go up into the attic before blown in insulation (after drywall obviously) and foam seal all of the recess cans, smoke detector boxes, and the drywall partitions.
