Venting Slope Up or Down

If you slope a vent pipe 1/4 down why would you need a drain?

This is a picture of what I’m confused about. Seems redundant with a downward slope?

Slope it add a drain tee don't want the acidic condensate to accumulate outside to kill the grass, build ice or blow back on the building.

I think ice at the outlet is the biggest reason, but I wonder why you would resist installing the clean-out? It seems easy enough.
