I want to raise an electric cable leaving the garage to 13ish feet, and I'd like to do it right. So what is that thing with a 120 degree bend where the service enters?

The weatherhead is actually just the angle piece at the top of the conduit, the conduit itself is the riser.

I / we have always refered to it as a "mast".

I called it an aerial encroachment, and put it underground within 6 months of buying the house. Now I can walk around the backyard with ladders and poles without having to "Watch For Wires!"

If you're going to the trouble of changing out the riser/mast, you might just want to check with the POCO about the option of putting your service underground. I rented a trencher for a day, and the POCO gave me the 200' of conduit when I paid them for the service upgrade.
