Very Vintage Stomp Shear Help

Looking for help with any info. This thing is a mess, it has cracks, been brazed, missing parts & out of adjustment.

I figured, I can get it usable for my needs.

Square headed bolts & nuts would place it what, early 1900s? The cast makers plate has lost its lettering detail.

It looks like maybe " Zull". There was a C. Louis Zull in Cincinnati in the early 20th century, but he was some kind of civil engineer. I spent some time looking for shear makers in Cincinnati but could not find a name that could plausibly fit that plaque.
