I made this **** ugly tool post for my tubing bender.
It bolts to the floor with four lead anchors and 1/2" bolts. It is versatile enough that I can use it for most of my metal working tools as well as my big vise...

I have seen people take brake drum's from a semi truck and weld 4" round pipe to it then they add a square plate and mount there grinder's ect on that they look really cool and the drum's weigh 75+ pounds so you dont have to worrie abought it tipping over
My vice mount would be a cup holder. Usually firmly holding a Jack & Coke. As for the vise mount the 2" reciever hitch that Spencer mentioned is a great way to go. I have 4 on my bench at work. 2 on the top and 2 on the small shelf underneath. At the end of the day you take the vise off the bench and put it on the reciever on the lower shelf and you have an uncluttered workbench. Besides its a pita to clean around a vise. Wait you wanted free standing. Bury said 2" reciever into your concrete floor (probably about 2 ft down, If you can find reciever material in that length) then build a stand out of 2" square tube. You could weld bungs into the tube about every 6'' for adjustable height. Plug hole in floor when not in use. Vayola.
