Vice Rebuild help

I bought this Balkamp vice yesterday. It is in great shape except for the swivel clamps. Does anyone know how these clamps come apart? Top top part only turns about 60 degrees and it feels like it hits a stop. They don't tighten the clamp under the vice very well and I don't see how they come apart. Could the top part be heat shrunk on?

the top unscrews, make sure the handle bar is not hitting the vise when you turn it. You may need to straighten that bent on out before it will unscrew.

Had the same problem with a Dunlap swivel handle.
