This is new Victor Powder Spray Torch Setup. It is used for building up worn surfaces or applying a hard, wear-resistant coating.
Included are a Victor 100C oxy-acetylene torch body, JS-100 spray unit, 3-TE tip, #600 wear prevention powder, #22 buildup powder, and instructions.
The 100C body can also be used as a regular torch without the spray unit.
I bought this new around 15 years ago and never used it. It has a little tarnish from sitting in the tool box so long, but is otherwise perfect.
