Vintage Axe Identification?

I picked up this axe at an estate sale this morning and there is just enough of the decals missing that I haven't been able to find any information on it. The head isn't embossed or marked with anything that I could find.

The decal on the head says "Black _____" (or at least I think it does) and the handle says "For Durable Service __OUGH TOOL__ Made in USA".

I thought it might be Tough Tools on the handle and did find a Black Buffalo axe maker but they all have very detailed embossing in the head.

Any guesses?

I wasted a fair amount of time trying to help you last night and can't come up with much other than I "think" it's a Kelly. Only reason is they used a sticker profile that was very similar.
