Most foreign tools I have seen discussed here have been German. I found a strange looking ratchet from France. I can’t find any information about this thing... so if it’s too off topic, I apologize.
If someone here knows where I could get information about it, I would appreciate it.

That's a neat one. SAM is the brand. I don't know the story on that brand but I have seen a few ratchets by them. Maybe try the old world tools thread for some history.

A little 1/4" ratchet by SAM. Has a cool look to it.
Yeah it does! Love the shape of the handle, the end and the shoulder between the handle and the beam. Also love the nig round switch.
Age unknown.
In case you don't know, that "BSGDG" marking is no later than 1968. It's the abbreviation for a limited patent. A European thing. Germany had a similar situation. Not analogous to a US design patent, and not analogous to just a shorter utility patent. Brevete Sans Garantie Du Gouvernement. They dropped that in 68.

Does that ratchet surrender to German bolts?
Yes, completely useless on a BMW or Porsche. Only good for working on a Citroen, Peugeot or Renault, which explains their rarity - when was the last time you saw a Citroen, Peugeot or Renault?

Citroen last weekend. Those other two, you are just making up names, right? Seeing who is paying attention?

Actually had friends with both, in the 70s and 80s.
