Vintage Hole Cutters?

Trying to ID these tools. Their configuration suggests to me that they were used for making holes, however their total lack of sharp edges on what would be the cutting end perplexes me a little. Thanks.

I think they may be part of a bung tap.

Yes, bung tap. We had some in our pub when I was young. With taper wood to metal you could get a surprisingly leakproof tap.
