Vintage honing bar

I have a vintage honing bar from Harter Engineering Works in Seattle, WA. It is dated 1924 and is packed with newspapers from the late twenties.

I have been unsuccessful in finding anything about the tool or company beyond what is printed inside the box. Does anyone have any insight that would help me learn more?View attachment 1

Thanks! I will see if this leads me anywhere. The address on the tool is 3516 Fremont, Seattle, WA, so maybe they started in Olympia, which is coincidently where I live. [emoji4]
