Vintage Keystone Air Compressor

I just purchased a 1956 Keystone Air Compressor with an 80 gallon tank. The previous owner says it worked fine. After I brought it home added oil that was lost during transport and connected power, it runs fine but only pumps up to 25 psi. Any thoughts?

Does it shut off at 25psi, or does it keep running?
